I want to start a website, but have no programming knowledge.. I’ve tried learning but I don’t have the time or energy to do it at this stage of my life..
What are my options, other than hiring somebody to do it for me? Should I use a CMS?
I’m not here to get someone to do my homework, I just want to practice my programming skills and running out of ideas. I guess anything from C to Java to Perl or whatever in between.
May I please have some links to the best websites anyone can find in relation to website programming (for html, xhtml, css, javascript, php, etc. [ including tags list, tutorials, etc.])? Other than the w3c site.

I know a little bit of both and plan on studying one or the other. Which do you think is more lucrative as a part time free lance job? And is it worth it to get certified in these things or is this a dead end field over saturated with competition?
